LOCATION: Washington Conservation District - Stillwater, MN
CLASSIFICATION: Specialist
STARTING SALARY RANGE: $55,000-$75,000 DOQ
HOURS/DAYS: Normal business hours, Monday - Friday. May require evening and weekend meetings. Flex time and compressed work schedule available.
STATUS: Exempt, full-time position with benefits.
REPORTS TO: The WCD District Manager.

Washington Conservation District is accepting applications for a Water Resource Engineer. This is a mid-level to advanced position that is responsible for providing engineering expertise for all WCD program areas.

DUTIES AND RESPONSIBILITIES INCLUDE (but not limited to):
1. Provide engineering support for urban, rural, and agricultural conservation programs.
2. Designing and implementing stormwater management and other BMPs: tasks may include project conceptualization, funding identification, preparation of plans and specs, acquiring permits, coordinating with partners, runoff and pollutant loading modeling, and construction observation.
3. Conducting watershed analyses, feasibility assessments, and stormwater studies.
4. Managing project budgets and reporting to funding sources.
5. Assisting with other WCD programs and projects as needed.

MINIMUM QUALIFICATIONS:
Bachelor's degree in civil, environmental, agricultural, water resource engineering, or related degree and five (5) years of directly related experience. E.I.T. certification and ability to acquire P.E. within six months of obtaining position. Documented project management, BMP design, and installation experience, including urban and rural practices. Experience with watershed assessment protocols and stormwater modeling (e.g. P8 or WinSLAMM). Understanding of federal, state, and local rules and regulations governing water resources. Proven leadership skills, successful project management experience, and attention to detail are critical. Qualified applicants will be self-motivated, able to show a commitment to high quality work, and complete projects on schedule while dealing with diverse audiences. Effective communication and presentation skills. Impressive computer skills including database management, GIS, and CADD are needed.

PREFERRED QUALIFICATIONS:
P.E. Certification. More than five years of professional experience. An advanced degree in a directly related field. Experience with MS4, NPDES, and TMDL program management and implementation. Lake/stream restoration design expertise. Experience with NRCS FOTG and SCS programs.

WORK ENVIRONMENT:
Work involves 60-70 percent indoor work with regular outdoor activities. Frequent position changes; lifting, pushing, and pulling requirement more than 50 pounds on a regular basis; exposures not limited to heat, cold, and wet conditions; and use of the senses of sight and hearing are necessary in this work. Frequent interruptions and diverse daily activities. Equipment used includes telephone, desktop computer, copier, LCD projector and fax machine as well as field equipment such as survey units, GPS equipment, and laptop computers
